Shinnosuke is hurt badly but Kohtaro lets him escape, and tells him he can be the light of hope as a Kamen Rider. As Shinnosuke thinks about it, they are attacked by Girizames and some Combatmen ordered by him, Shinnosuke and Kohtaro fight them un-transformed. Kohtaro tells Shinnosuke about Kamen Riders 1 and 2 who were assassinated fighting against Shocker, and that the other Riders who followed in their footsteps were turned into Shocker Riders, but righteousness had awakened Black from his state as a Shocker Rider. Shinnosuke arrives at the pit and accuses Kiriko of harboring a fugitive. Krim tells Shinnosuke that Kiriko has disappeared with Kohtaro. He tells Drive he is just a Shocker lap dog and that he is not worth fighting. He causes Drive to spin out and then gets out of his car. Rider 3 seemingly tries to race Drive there. Drive pursues him and is attacked by Schwarian. Suddenly, Kamen Rider 3 attacks the scene, Drive avoids the attack with Type Speed, and Rider 3 challenges him to a fight away from here. General Black tells Drive to finish Kohtaro off, but Drive hesitates because he cannot find it in him to attack children.
